Injection pump throttle linkage bracket help

I just purchased a m1031 with a pto. My truck does not idle high then low. It just idles high. I recently purchased a tach so I know how high it is idling. My fast idle solenoid is not contacting the throttle linkage. I am obviously missing some part. I will post a picture later on the afternoon.

PLEASE post a picture of the ip for m1008 or m1031 . I am going to remove my governor and pto for now, so please help me get the fast idle solenoid Working.
