M103a3 an/mjq-16

Bought a M103A3, AN/MJQ-16 this past Saturday and towed it home from Beaverton, Oregon. I towed the trailer the 160 mile return trip with my 3/4 W250 Cummins and the trailer towed like a dream. I have attached a pic of the trailer and I wondered if it was common to have the panel welded to the front of the deck on a AN/MJQ-16 trailer?

On mine the panel is removeable. It has a post like thing on each side. But the panel is missing
