M1097R1 Parking Brake Stuck Down (off)

Hello,
I cannot engage the parking brake on our (new to us) M1097R1 HMMWV. It feels like it is stuck when I try and lift (engage) the parking brake lever.

Once in a while I was able to get it to engage and it hold the truck well, but most of the time I cannot not pull up the brake lever.

If someone can give me a tip, or provide a link to the TM that contains the parking brake info I would appreciate it.

I think our HMMWV is a M998 older model. I am looking for a TM that shows where the cable is routed. The TM I found shows access panels for the parking brake in the bed of the truck but we don't seem to have those access panels.

I've got an M998 that does that occasionally as well. Twisting the cable adjustment usually resolves it. I haven't chased my cable yet either.

Unfortunately I'm not familiar enough with the TM to know where to find that information.

There's a retrofit access panel in the bed of some HMMWV's on top of the fuel level sending unit. It was a retrofit, so it isn't present on all trucks. You can see it towards the front of the bed in this picture, near the left ammo can. I do not recall seeing brake cable when I last had this access panel open.
