We finally got the new side rack mounted and road tested!
We used treated 2x4's for the perimeter, and bolted them down using the original inserts.
The side racks were 1x12" car siding , bolted to treated 2x4's, bolted to the inside inserts. First trip was more than 950 miles, no wiggles, no loose parts. The sides are about 22" tall, so not much drag behind the F350 Crew cab
Next steps are adding few coats of flat back paint, sewing up a canvas top for it, and then add a steel platform just above it for the roof-top tent. The entire set-up, platform and sides can be removed with a few bolts and stored inside between chores.
