(Military Pilot's verbage) the "turbine cart" is an old APU, or Auxilary Power Unit.
Yes, that was for starting aircraft. A LOT of older planes didn't store the starting capabilities it needed to get going, like compressed air and high speed starters, or really good batteries.

APU's are also used for when you are doing ground maintenance or need ground power because running the aircraft's engines builds precious hours on them making them closer to to the overhaul time.

I want one of the APU carts, but I can't get it right this second!
