M813 Primer pump

Tried to start "new" M813A1 at 30 degrees. Followed instructions on dash. Turned on glow plug & attempted to pump fuel with the hand pump. Pump goes in about half way, then stops solid. Gauge is stuck, so I don't know if there is any pressure build up.
Cranking good, but no start.
Had to use a quick shot of ether to start.
I know I need to check the glow plug & wiring. May need a new gauge. But what about the pump?
Are there seals in it that go bad?
What should I be looking for?

Ignition has to be on to crank engine, as the start is built into it. Battery switch was on.
I'm sure I can check the electrical components, just wondering about the pump.
Standard size neoprene O rings?

Check that the fuel priming pump works, you can hang a bucket from a fitting and open the high point valve in the system. Are you sure your fuel hasn't gelled?
