M923 year of truck vs year of engine

I am the second civilian owner, first owner was a business that bought it just for advertising. I think the truck is 1983 or so, I have the title but it's locked up. The data plate on the dash for Date of Delivery is not legible. The truck shows 4,391 miles, and 10.0 hours, which obviously does not match. The data plate on the engine shows Date of Mfg. 09/07. Five tags riveted in the drivers door frame all show "MWO APPLIED", all dated 2NOV07, another tag shows the maintenance work completed at Fort Riley. Is it likely that the engine was replaced in 2007? If so, would the replacement engine have been a new one? Is that a standard procedure for the military? If so, and if this engine only has 10 hours, I assume the milage was not reset because it is for reference for the drivetrain? Last question, what is "MWO APPLIED"? Thanks in advance for all your assistance.

MWO is Modification Work Order, a required update or repair that was mandated for a particular piece of equipment, the tag shows that it was completed.

Unfortunately, the information on the hour meter and odometer cannot be relied on, because both can and do fail, and a replacement gauge will not be set to the last reading when installed. If you didn't get the maintenance records with the vehicle (which rarely happens) then there is no way for you to get the accurate information.
A good rule of thumb, received from a career military motor pool sergeant, is 10 miles for every hour on the clock. If you are close to that, then the gauges are probably original.

Again, unless you have documents that state the information, there is usually no way to know if your truck received a new engine or a rebuilt one at Fort Riley. A 09/07 manufacture date would suggest a new engine, though.
