MEP 016c exciter resistance reading

Hi folks, I picked up a MEP 016c genset some time ago. I've started tinkering around with it again (after putting it's repair on the back burner for a while)
and have discovered that I'm getting about 28 ohms when measuring resistance across exciter leads #20 and #21. The tech manual is calling for apprx 2.4 ohms. So my readings are sky high out of wack. Before I dig into pulling the stator coil off the motor does anyone have thoughts on what kinds of trouble can cause such high resistance? Can bad diodes opened/short cause this sort of reading? Something loose in the winding? As I understand a short would cause a lower resistance reading but here I'm getting high resistance.
