MEP-803a Generator Support in the Philly Area

Is there anyone in the Philly area who has knowledge about the MEP-803a generators who could help me trouble shoot a no crank issue when using the main switch S1. Everything else appears to work. Just can not get it to start.

PM if you are willing to help out someone who is not familiar with the generator.
