MEP 804b generator; suspect VR, I have a Libby VR

Hopefully I am in the correct forum! Like many I purchased a 804b, engine seems to be running fine. No voltage at at the lugs or in the 120 outlet. Hertz runs 52 regardless whether the switch is set 50 or 60 hertz. Knobs turn with no effect. I suspect it is an issue with the VR. Read up on Steel Soldiers forums and found that it would be helpful if I downloaded a list of TM's. Spent 2 days downloading and printing about 1200 pages only to find the test procedures were no where to be found! Back to forums and found yet another TM to download but I refuse to print 841 more pages! Printing off just the section for the VR test offered no help as I have a Libby VR and I do not think the tests listed are compatible.
Can anyone, give me the precise test procedure to test my Libby VR, guide me to the precise test procedure, or give me some insight in this overly complicated task that probably is quite simple to do! That's usually my luck!

I am going off memory here, but I think this is one of those machines that has to have matched controls (cant mix Woodward and Libby). I am sure others more experienced in the platform will jump in.
