Hello
I am not reading any voltage on L1, am getting 120v on L3.
(trying to get 240 single phase)
also i have another unit that i am getting 62 volts on L1 and L3.

The low voltage unit is probably a problem with a bad diode in the rectifier bridge (easy fix), there should be testing procedures in the TM, or may be the voltage regulator, or less likely a problem in the windings.

Change position of the main reconnection switch several times, make sure it "snaps" into each position. And if that doesn't work out, open up the box under the connection lugs and make sure you have the proper voltages on both sides of the main breaker (CAREFULLY). That has been an issue for people in the past.
