New York State registration procedures... My suggestions...
I only just went to the department of motor vehicles.
I went prepared with a picture of the vehicle identification plate mounted to my HMMWV. This made confirmation of the abnormal vehicle identification number much easier and I was able to obtain license plates quickly and without a hassle.
Be prepared to ask the clerk to call over a supervisor. The supervisor will need to enter a separate computer screen that bypasses the requirement for a 16 digit vehicle identification number.
I hope this helps people in New York State, and perhaps elsewhere.
