Registering a govplanet humvee in CA

Hey everyone. I live in San Diego and want to buy a humvee from govplanet. I hear people say it’s not possible to register them, and some say it is.. what is the process of doing this? Would I be towing it out of govplanet and taking it to the dmv? Please help me out. I really would like to buy one.
