Seat Belt re-install problems

I removed the seat belts so that I could paint the inside of the cab of my M1088 A1 with Lizard Skin.

Now I'm trying to put them back in and I can't get them installed so that the automatic locking mechanism works. They lock up fine when they're in my hands and oriented approximately correctly, but when I bolt them in, they won't lock and work like a normal seat belt.

I've struggled with this for hours and tried everything I could think of.

They are only supposed to lock when exposed to the negative G forces of braking while being pulled out at a high rate of speed. I would assume they are just fine and put them back.

To that end they aren't great seatbelts anyway. I have the Mastercraft Defense seats for the A1P2 along with the 4 point harnesses installed alongside the factory seat belts. Works great together.
