I am contimuing to try to figure out my timing issue. i followed this TM 9-2815-210-34-2-2. should the advance window mark be aligned up every you rotate the crank to the next dampner mark?

You should be in the same position every time the engine turns over. In other words, it isn't like a distributor - where you can be 180 out of phase. The timing mark should hit the same every time.

What about pulling out #1 spark plug, then have a helper turn the truck over gently (pull the coil wire) with your finger over the spark plug hole. You should get a "pfffst" and then look down at the timing mark. Bump it over until the mark aligns. You should be at TDC (Top Dead Center). Hold your finger over the spark plug hole the entire time you are turning the motor over. You shouldn't feel suction starting to happen as you are coming up to the timing mark - unless your timing chain is stretched.
