WA State Emissions Standards

Hi there.

What are the emission standards for washington state? Do they have a old vehicle exemption policy? If so, how old?


Failing that, how can i improve my opacity test results? (scored 85% needed 55%)

1982 and newer diesel vehicles under 8501 pounds Gross Vehicle Weight (GVW) with two-wheel or part-time four wheel drive.
These vehicles will receive an opacity test that measures the density (opacity) of exhaust as it exits the vehicle's tailpipe. The vehicle is tested on a dynamometer. All front wheel drive vehicles will be operated by Inspection personnel. Motorists may operate rear wheel drive vehicles on the dynamometer.

How do I receive a waiver?

Any emission test facility can provide you with a waiver, if your vehicle fails the initial test, is repaired by an Authorized Emission Specialist and fails its second test. All emission components must be present, connected and operating properly. You must provide proof that at least the minimum amount required for the waiver was spent for proper diagnosis and emission-related repairs. Refer to the brochure provided to you when your vehicle first failed for waiver requirement information.

I noticed this little snippet.



How do I know if my vehicle needs to be emission tested?


You will receive notification on your vehicle license renewal notice. It will say, WA emission inspection required.

In 2007: 1983-1995 odd model year vehicles and 1996-2002 even model year vehicles AND private party title transfers require an emission test before re-licensing.



Would that apply?

What gives!?


Damn data plate is giving me two different answers.

It says my vehicle was manufactured in 1986 yet my VIN# says it was made in 1987

also

The model of of the truck comes up as a "D" 30 truck intended for "postal usage"

???

I cant find anything on a "D" series



heres the VIN# if somebody wants to give me a hand

The D = government purchase from GM. Many just automatically associate it with the Post Office but it really just means US government.

ahh... okay.

figured out the problem with the year of mfr.. Was made in 08/86, therefore is technically an '87.

*grumbles about stupid mfr. date system*

Guess the only thing left i can do is fix my engine to figure out how to get my opacity down to 55% from 85%, and try and get a refund since my truck was listed as a commercial vehicle when its not being used as such.


So...

Anybody have any ideas as to what would correct my opacity problem? all i can think of is the glow plugs, injectors, injector pump, and timing belt. I've already replaced the air filter, and am running a good fuel additive.

I always understood that these vehicles were built and tagged as emissions exempt. Hence the little sticker under the hood. I know I have friends in cali that have told me that if I ever moved there it would be no problem since it has the emissions exempt sticker from manufacture. Another note if you ever look at the old chevy brocures. The 6.2 was not availble in california.

from what I was told from the DMV of WA State, they dont exempt diesels. they do have an even/odd exemption system, but with my truck being an '87 it just misses by a couple months. if there is an "emissions exempt" clause for former MVs, where can it be located?

Appreciate it Hoot. thats essentially the same info i got from the dmv. Just wanted to double check the info. Still love the fact that its a "Postal Unit".

Technical Manuals agree; The US Army is not the US Postal Service. ;)

The people at emissions basically told me to head to a service center, and see what they say. One of the other soldiers in my unit runs his own auto repair business out of his truck/trailer, so me and him are going to check a few things out on saturday. Timing and such things.
