What is this and what does it fit?

I am going through some of my surplus. I have a couple of these. What are they called and what do they fit? I would have thought they would have wanted a more durable grill guard, if that is what it is, than one made out of aluminum.

To me it looks like where I have the arrow, is the top, because of the direction of the hooks I have circled.

What it is, I dont have a clue.

I had four Mine Rollers in Afghanistan and these mount perfectly to the front but I don't know what they were originally made for.
