Fuel tank pump fuel line fitting

I have hard time trying to loosen the main steel fuel line on the tank transfer pump. I sprayed penetrating oil on the nut but still cannot break it loose. I do not want to force it for fear of breaking the block fitting on the pump. What is the purpose off the internal hex small plug on the front face of that block fitting?

Should I try to heat the assembly with the heat gun? Maybe they used some sealant on the threads years ago and it will be difficult to break it loose without heating it.

A little heat won't hurt anything. That NPT plug is for a service gauge
