LMTV M1078 won’t crank, wire TL33 short volts

Hey guys, I need help on my LMTV. So it’s not cranking, but power is making its way around the vehicle, the lights work and all the switches. Where I’ve got with my troubleshooting is at the KS, which is right next to the fuel filter/ water separator, and and close to the starter. Now there’s 4 terminals on the KS the two big terminals which are the horizontal ones are transferring 24v to the starter to crank it. And the two vertical terminals are meant to energize the relay to close the magnet inside the relay. My problem is, the bottom vertical terminal, which has wire TL33, that wire is suppose to be caring 24vdc, but’s it’s only caring 17vdc. Could someone explain if that’s just a messed up wire or could there be some other issue besides the wire. Thank you!

Also KS on the schematic I posted is in t he middle of 3 and 4, and in section E( shown on the outside of the schematic, like a map)
