Windshield wiper pivot not matching Training Manual

One of my wiper arms fell off (passenger side). I bought 2 planning to replace them both but this isn't matching up with the manual or the part I received. Am I missing something?

This is the piece you need: #1 PFOZZ 2540014220253 82484 GS-2176 LEVER, MANUAL CONTROL.................

There should be a splined collar on the end of it that the wiper arm mounts onto.

I looked that part up. Are you saying I need to replace the actual pivot in the windshield frame?
