Humvee Air Filter Housing

I removed the air filter housing last year and now that I'm finally near completion of my built but I cant remember where the middle strap goes around the filter housing. I couldn't find where the middle strap attaches to , any help would be appreciated .

put is right where the arrow is. It doesn't clamp to anything. It is supposed to eliminate sound resonance or something like that.
