Idle RPM M1152

TM says 700 but says nothing about A/C on or off, do you set RPM with A/C on ? I'm in Florida so A/C is on 90% of the time, idle is 700 now at idle but put it in gear and turn A/C on and she drops to 650. Not a big deal just curious.
