When accessory circuits are added the idea was you could take the negitive wire, crimp on a faston (female spade connector) and push it onto that block.     Just to be sure... do you have a very good ground at the fuel tank? Like to the frame with a star washer and connected to good metal on the tank fuel pick up? If not so sure, you could put an aligator clip on the metal fuel pipe on the pickup and connect to a good ground to troubleshoot this...
