I think the way to do this is to anchor the tire rack to the bumper. Would probably require some fabrication, but some kind of post mounted to the rear bumper which the tire rack hinges to.
She's alive.
I unsuccessfully tried to test the various components, and I was getting desperate to get the truck running, and it was sounding like the glow plug relay was the most likely culprit, so I went to Napa and bought their part number ST85 for $50. Went home, replaced the relay and...
Right after I posted this earlier this summer, the problem seemed to go away - so I kind of forgot about it - figured it fixed itself. Anyways, the problem is back, except now, no matter how many times I turn the key to on - the glow plug light now will never stay on the correct amount of time...

the CUCV successfully made it to the mechanic on Monday (also a CUCV owner). He said the tires were SHOT, so we are going to replace those and see what that does for it.

Hey guys, thanks for all the help/suggestions.
I haven't been able to do anything with the truck yet - its at my parents house which is 3 hours away and i don't get down there very frequently - and when I have lately, its not been for long enough to work on the truck. I did check the frame...
