Yes, the output lugs at L1-L3 are 240 and steady. L1-L0 and L3-L0 are both 120 and steady. The gauges are going wild, but the volt meter is steady as can be.

The square head on my recently acquired MEP-002A float switch was mangled when I got it from auction.
When I tried to remove the switch from the fuel tank, it required a 3 foot breaker bar. Whoever put this thing in meant business! Anyway, there's actually a hole at the base of the square...

I just found my answer in the -12 manual. It appears that the first canister is a strainer, and can be cleaned repeatedly (no replaceable filter). The other canisters are the primary and secondary filters, which apparently are identical.
