I'm still bating with this problem. I've eliminated the leaks on the outside of the wheels and found a restriction on a rear wheel now the 2 rear axles are working fine.



The problem persists on the front driver wheel. The passenger side is fine.
I sprayed soapy water where I could reach and resolved leaks on the rear wheels and one in the chassis. Also used gloves to test the wheel valves.
The valves are not leaking back.
I've checked PCU solenoids resistance, each at 64ohms. I replaced both front wheel valves and hoses.
My collection of broken CTIS parts keep increasing proportionally to my bank account shrinking, but still haven't resolved the problem.

I'm running out of ideas, not sure if there is a way to look for restrictions or if there could be something on the wheel hub. Per
@Ronmar explanation I picture that since the valve works there must be a restriction preventing that extra 5 psi to reach the wheel and close the wheel valve diaphragm.
I believe Will run out of PCU repair kits as I could not find any for sale on his ebay store or anywhere. I can try taking it apart, however I feel there is fewer chances there since the rear and from passenger side are closing as expected.
