Jeff, when I lived in PA, I had my M35 with antique tags and paid about $300 per year with Erie. It was a commercial policy due to weight but was noted for personal use only. Why the heavy weight for your plate?

Check Eastern Surplus for ideas as Dave always seems to have a truck with a knuckle boom. Also Bjorn (cranetruck) has lots of information on his similar truck.
Are you sure that the batteries are hooked up right? TMs can help. Also if you check the output of the alternator with the truck gauge or a meter, you can adjust the voltage by removing a set screw on the top of the alternator and turning an inset screw. My truck was initially undercharging...
Might need to put a frony cover on it. I put one on my old truck as it always ran cool. Left it on year round and just opened the flap more. The cooling systems are pretty efficient.
Looks good but seems like a lot weight for a short bed 1/2 ton. We alway splowed with 3/4 or 1 tons. Western does make the best plow, beats meyer and boss. For small lots it ought to be good.
