Probably something like Training Assistance Battalion. TDC is actually Training AND Doctrine Command, commonly called TRADOC. Most likely used to haul the basic trainees around when they didn't use the cattle cars.

Check with Clilnt. The M348A2N trailer I sold him is on that chassis. It's the one I towed with the Civvy tractor from IL. Says it's designed to tow behind the M818 series tractor.
