That's what you use for jump starting. Every NATO military vehicle uses that connector.
Powers the turret. Actually it technically is used to charge the batteries that power the turret when it is plugged into the mating connector on the turret control unit. But I'm guessing you don't have one in vehicle anymore.

I would guess something goes into those holes in the upper ring on the jack. Maybe it's a cheater bar with a pin or something that engages with the hole in the upper ring. I bet that you need something pretty long to be able to raise the truck up to level it.
