    Sounds like the ones you tested are good, but there are three of each. Even if they all test good, it's still possible there was corrosion at their mounts, and cleaning everything before assembly could fix things.

    OK, that implies that the generator itself has something wrong. Things like the rotating diodes come to mind.

    OK, so the regulator is not making excessive output, which would stop exciter current output from CVT1. Did you try the "start" position when the generator was running to see if the flashing current gets the generator producing output?

    Those 50 or 60 milliamps will fully discharge a battery that size in about 42 days, assuming it's in good condition. I'm assuming the batteries have about a 50 amp-hour capacity. Something definitely seems to be drawing excessive current when the unit is off.

    Actually, things like computer equipment that have switching power supplies might run fine on 400 Hz. The first thing the power supply does is rectify the AC to DC, and the rectifier won't care that the frequency is higher than usual.
