If the truck has stock tires (235/85R16) and stock rear axle gear ratio (4.56:1), then you will only be turning ~2800RPM in third gear at 55MPH.

This connection (blue 12-gauge fusible link to a red 8-gauge wire) originally went to the positive lug of GEN2.
Your photo looks like the mystery ground is a braided strap.
The ground strap should connect the engine block (intake manifold stud) to the firewall.

idM1028 is referring to "afterglow", when the glow plugs cycle after the engine starts.
Afterglow is normal, but will vary in length/cycles based on how warm the engine is.
I like to use the 3M bristle discs that fit in the Roloc-style pads for die grinders.
They're awesome for removing stubborn gasket material from differentials, cylinder heads, you name it.
