Remove the transducer. On the back (where it mounts to the panel) may be two adjustment potentiometers. If they exist, not the exact position of each, then run each from minimum to maximum two or three times. Reset the adjustments to the exact position noted prior to...
1. Where does the wire get hot? At the end (say where it connects to the frame?) or in the middle some distance from the connectors?
2. This does indicate either the starter or the ground cable has failed.
(diesel on the starter or wires would not normally cause a problem...)

FWIW, this is the same filter in the 004 and 005 generator sets, and probably in the 006 as well. The correct part number is P13-1919 (or P131919). There are some listed on eBay at this time, (not cheap) and I'm sure there are more from time to time.
In run mode the solenoid 'rod' is 'retracted' into the body of the solenoid (Solenoids work this way the core is sucked into the coil's magnetic field when activated) according to the diagram.
Additionally: if you can't move that output pin of the solenoid manually in/out it is likely stuck.

Look at the LM2907,LM2917 series of ICs. Their datasheet is at http://www.ti.com/lit/an/snaa088/snaa088.pdf and it has some sample/example/test circuits that may be useful for you.
There's the problem: the MEP puts out 416 volts wye configuration not 480 volts. You would need to do some 'custom' rewiring on the voltage selection panel to get it configured to 480 delta.
Bottom line, this is a simple circuit and would not be ideal. There is a tachometer IC (if I remember I'll look it up) that would do much better. But the answer to your question would be yes, you could tweak it to work.

First there are several versions of the meter/transducer pairs. Not all are 60 Hz to 100 µA, some are different. :-? So don't go mixing meters and transducers--they are a matched pair.

Recharge the batteries. Monitor the battery voltage while cranking--I suspect you will see it drop substantially when you try to crank. You are seeing classic signs of discharged or bad batteries.
