Your impression is correct, Drop. The pump is constant on when accessory (main) switch is on. Pump is a small centrifugal pump, and with switch on with engine not running, and with low air buzzer also not running, the pump can be heard as a hum or soft whir.
Start with a grade 5 1/2 by 3, NF or NC. Cut the head off, to length. Have a machinist turn the unthreaded shank to 0.396 diameter. Thread with a 10 MM tap of the desired thread pitch.
