Correct me if I am wrong (I know you will) but isn't the horn a backwards wired item? The horn should be hot all the time and the horn button grounds it.
Sounds like a potential grounding/line noise issue.
I would first look at where the ground for the 12v radio is. Ground it to the battery not the frame, the same for the hot wire. I run all of my radios to the battery if possible.
I think your issue is a interference issue, this might clear it...

Read the -10 and check to see if the generator is charging the batteries. I believe the voltage should be 27.5 volts (guesstimite) the -10 has it. Make sure the system is charging. Electrical gremlins suck!
Remember this, Lockers are good in mud and snow, but BAD on ice and can cause loss of control.
Also, take a second vehicle with you and keep proper supplies on board so that WHEN you get stuck, youcan get out or have enough supplies on hand to wait it out.

+1 on the snatch block, very handy and makes winch winding go much more uniform. I don't have a W/W but have used smaller ones. it also, i think, provides a little buffer in case of a broken cable, but I still put an old moving blanket on the line.
