Just an update, it was not the glow plug relay. We got our local AutoZone to donate AC Delco glow plugs for us and we changed them out, the truck starts fine. Thank-you to everyone for the help with this!
There is no low oil level and the oil level is full. The guy who knows more about diesel engines said it is normal for the oil to come out there. We are thinking of doing an oil change on it because we do not know when the last time it was changed from the previous fire company and then it sat...
The turbo didn't spin until the truck was on, it was not freely moving by hand. I think the slobber tube is what david called it. I know the guy said its where it is supposed to come out.
There is a bunch of oil around the whole side of the engine, they said it was coming from the screen i think, I am trying to remember to last night, but its where it builds up pressure and just lets it out of the pipe.

I was finally able to get a picture of the turbo, we were checking the deuce over last night and the turbo does spin. As for an identification number, the only thing we saw on it was a 0798 stamped into the turbo. Pictures are included:
From what we believe is right and what I have read, we should use a 24v battery tender to help maintain the batteries on an M35A2 battery system, correct?
The 3rd battery is for accessories and we are thinking of putting a 12v battery tender on that as well.

3rd wire goes to the LED light bar. Thank you for the help. Also the block against the firewall where all the wires are connected to, barely can see it in the picture behind the upper battery, Is that a block to isolate voltage to 12v from 24v or what? We are not 100% sure.
This is what the battery connections look like and I also took a picture of the dual 12-volt alternators. Is this how everyone else's truck batteries are set up?
That is our exact thing we are going to do, we have a battery maintainer on a John Deere Gator set up for EMS stuff on the Appalachian Trail & 1600+ acre state park. Just unplug it on the trailer and go.
That was actually my next question, we do have a deuce that is needed a tender as well that's going to be 24v. There is a 3rd battery on it for 12v accessories so I think that will need a 24 & 12v tender.
This is a good option but I have no idea if that is even hooked up yet. This truck was out for 2 years to get painted (long story, they did it on their own time) and came from the forestry service. I would have to check and see if it is still hooked up.
Well these are fire apparatus both for brush fires and winter emergencies so they are not used daily. Once a week if you are lucky at times. Depends on the type of call and how many we have a year. Thank-you for your input on the other CUCVs, I was not sure if they were all the same setup or not...
