Sounds like you got some questionable advice. Tell him he has to make it right- either put it all back or finish the conversion. Unfortunately you now have a custom generator and we don't know about how it was done or what he did. And next time start a new thread for this.
If you have the time any money I reccomend that you change it if only for peace of mind. There is no way I know of to predict the failure of it. Sounds like a good time with all of the other work you are doing.
The freq adjust knob on the gage panel does not do anything if you have the utility model generator. You adjust the frequency with the big black knob below the panel. Follow the cable from the injector pump to see where it is.
Yes, a bad regulator can kill the battery. At 18V it is overcharging. The only way to know if damage was done is to test it. Charge with a battery charger and load test it. Many autoparts stores can do this for you.
Your mechanic friend is giving you bad advice. You need the cap with rubber seals the way it came from the manufacturer. Doing what you said will cause the same problems that you are having. Time to find a new mechanic.

They do run without being covered. I would ensure that the generator is properly grounded. If possible cover any areas where snow or rain might get into an electrical power connection.

Yes, I mean for you to bypass the pickup pump, the ip will have no problem pulling fuel. You could try to prime the hose.
If you loosen the gas cap can you hear air rushing into the tank? If so, it could be a tank venting problem. You could also try running with the cap loose.
