The relay works like it is supposed to. You ground the blue and you get a drop in voltage and you get it 12.x volts out the bottom terminal with the orange wires to the glow plugs.
The wife still isnt home... but I turned the key on, touched the blue to a ground and held it for 10 seconds...

Stick with good original OEM parts... try and stay away from the stuff made in East from the country that has the flag with the 5 yellow stars.
You need to keep in mind what your time is worth if it fails again from buying substandard parts.

The nut was on too tight and binding the steering column. I undid the nut so that it was barely on and the steering column relaxed and I was able to get the second bolt through and secure the nut.
