I found out what the bolts were for. It is the arctic weather package. What it was is a big blanket type thing that laid over the cap and had a heather under it which ran off of diesel fuel. The swing fire heater is what was in there.
The screws I can loosen but not pull out all the way. The washers that aren't painted down also move but don't come completely off. They do not go all the way through.

I was told that these bolts held some type of heater or something on the outside of the blazer? It was a military rig and then used by the forest service where they converted it into a 12V and then I got it.
