So
Do I install a wire from positive side of battery to #5 of the start run stop switch, then try to start the gen?
More than likely speaking from experience I will need the wire number that goes to #5.

Installed the A11 cover and bolted down.
Tried to start the gen and it did not start.
It cranked over fast but no Bueno.
test indicator lights shown ok
Peter believes it is the start run stop switch is causing this.
We have a game plan to prove it by jumping terminal #5 with 24 volts.

I bought some copper seals normally used on other diesels and discovered that...
I started the gen then set it to 60 hz and used vice grips so the throttle was fixed
Then I adjusted volts to 208
then I took pics of the DMM DC Volts

So I put my DMM on the same place you documented previously in the DC volt mode on the DMM.
Then fire the gen up to 60 HZ.
Then read the DMM

I haven't put the cover on A11 yet.
So do you think its time to do so or we need to check something inside?

I guess I didn't explain myself correctly.
I rotated the L switch to all positions and they were within the respected position red lines on the voltmeter at 60 Hz.
Also they seemed to be stable not varying both Hz and volts.

There are two sets of red lines on the volt meter.
L1 L2 was between their 200 volt lines
L1 L0 was between their 100 volt lines

Guy thanks for the throttle fix. So I think I can incorporate the fix at where you are supposed to adjust it.
Also Peter told me where I can get a electronic step motor and board to set everything to the correct Hz.
I think with my limited brain cells and someone else that may start the beast up...
Started her up.
Increased the rpm and it able to go past 60 HZ.
Wish I had a tachometer.
By ear I think it was somewhere between 20 and 40 percent increase in rpm.
Also the voltage when up but not much.

Update:
Restarted gen.
Got little over 200 volts and very little HZ (L1 L2).
Then increased the rpm got more volts (approx. 240 volts) and HZ started going up and stable at 50 HZ
then I increased the volt rheostat and no increase. Then I decreased the rheostat and it decreased.
No fault lights...
Just Started up the gen.
This time I got a little over 200 volts in the run mode after I changed to 3 amps.
