I am voting the ground lug where it attaches to the frame. Take a Roloc disk and clean the frame
install new IET washers. I have run into the exact scenario several times on the Deuce.

which the Data plates stated (as did the SF-97's)...
WATERBORNE CARD IS THE FUNK,BUT YOU MUST ADHERE
TO THE MIX RATIO!!! ALSO HUMIDITY MUST BE FACTORED
INTO THE EQUATION. I HAVEPAINTED A BOATLOAD OF THIS
COATING AND FOUND THAT A SEALER OVER OLD PAINT
GIVES THE BEST ADHESION WITHOUT PEELING OR RUST
