    I don't think so. The impedance is too low (a dead short) so they would just conduct the current instead of dissipating it. Also they don't look like they're made to dissipate heat. PS I found another marking that I overlooked before. It says "SAFE" in relatively large letters on the end.

    If you're reasonable sure that the batteries are ok then check the cables themselves. Sometimes the battery acid creeps up the wires and corrodes the wiring under the insulation where you can't see it. They're **** to spot but an easy way to check them is to bypass each cable with a jumper...
