well again it might be the oil cooler. I would pull both lines to radiator and using very little airpressure I would plug one port with your finger and put some air to it, see if it pressurizes or just leaks into rad. Then you can get a coolant pressure tester pull the oil pan and pressurize...

Wheres the braket that came with it? or was it missing already? Either way the fastest place to find a braket will be a junkyard all th400's will have it 2wd and 4wd. PATC and many transmission parts places will also have but you most likely will have to order the part.
Might wanna spend a few dollars and get a pressure tester for the cooling system, pressurize the entire system then you can check for leaks and see where they are coming from. This tool is priceless for diagnostic work. If the system wont hold pressure you should visually see the coolant leak...
The stadyne injection pumps are very good pumps for thier time. I have personally attested to having customers with well over 300k on them in both ford and GM trucks. What I think kills alot of the military trucks is very little use and bad fuel.

I learned many years ago about th400's and power breaking, it causes alot of stress to the low roller clutch and can wipe out a sprag or drum very quickly.
But if the trans is shifting just at higher rpms I would still suspect the vacum modulator, or lines.
