When you are using it in 120/240 single phase mode, the split bolt connectors are used as L1 is a "hot" line, and L3 is the other "hot" line. The neutral is L0 and the ground connects just under the throttle adjustment knob to the frame. L2 is not used in 120/240 mode.

OK...Next lesson....DO NOT LET THE ENGINE IDLE. Start it and get it right up to 1800 RPM's. It's best to leave it at 1800 RPM's and just shut it down, so it goes right up to speed the next time you start it.

Doghead is correct. the charging system on the MEP-003a is only a 6.5 amp charging output. It can take quite a while to charge up the batteries at 6.5 amps.

The governor adjustments you were doing really only set the "Range" of the governor from min to max speed when the speed control knob is pulled out or pushed in. The governor "droop" adjustment is explained on page 7-1 of the -34 TM listed as the "sensitivity adjustment". Try doing that...

Those are some pretty odd readings you're getting. I'll guarantee the starting current of a 10 HP 3 phase motor is mugh higher then 28-32 amps. Typical rule of thumb is 6 times the FLA for the starting current. It sounds like your meter isn't capturing the peak reading.
