The OP wasn't about safety. It was about not being able to find a supplier that would sell to a non business. Some answers were provided as to why. As with anything in life, if you look around long enough, chances are you find what you're after.

My guess is they have a buddy that works at a business that paints industrial product.

Certain paints are only allowed to be sold to companies with proper permits, filtered spray booths, etc. Depends on the VOC's and other ingredients of the product. Every year we have to sign agreements from paint suppliers stating that we are certified or permitted to use their product. Guy
