Your plan to change all the fluids is a sound one. Note that the Lube Order includes checking the portal hubs and several other "odd" places too, such as the differentials. A drain and fill of the differentials is fine, IMO, but you really should make the time to open the geared hubs and inspect...
+1 feeds for radio tray. At least one of those wires is HOT 24VDC all the time. Be careful. Best to disconnect and remove them all and blank off the hole, unless you have another use for it intended.

Welcome Abram80. There are many HMMWV owners in NOVA. There is also a Nova HMMWV owners group on Facebook, if you are on that platform. There is, or was, a repair shop in Richmond that took in HMMWVs as well, if you are not up to all the wrenching.

I second the nomination of Blue Ox Tops. William Welch does excellent work. He cuts, sews and fits every top by hand. I have seen pictures and descriptions of other sources for 4-man tops and they always have some feature wrong, whether bad seams, too-short Velcro straps, ill-fitted and poorly...
Have seen several people use this "source" for specific components. If you've the time and logistical capability, it makes great sense and yield many extras.

As to paint, the RAPCO 383 series paints are an excellent match, made for HMMWVs. They will be more vibrant (though still tactical flat finish of course) because they are new, so you may want to plan on total respray.

A simple replacement dash sounds like a good idea. The biggest challenge to the design that I can see in my mind's eye is that most 3D printers are limited on build space, so the design would have to be modular and then assembled. Maybe that means making different modules that can be assembled...
