I will reiterate what I said 2 years ago" Almost every M44 steering box I've encountered is loose. No way I'd put a seal in one without doing a rebuild.
I would check the ground and make sure it's healthy. If it is, when you put a new headlight in it, put a multimeter on it and see how much amperage the headlight is pulling when it's on lowbeam.
