Although in theory I agree with this; in execution it's nearly impossible. The agency in charge of an area would have to have sufficient manpower to more or less watch every vehicle in the area and document misuse/abuse.

I get the value of painless harnesses for street rods and such, where none of the original vehicle's gauges, ignition or general electrical system will be reused. Bu for our purposes, a brand new harness for $310 is an absolute no-brainer.
