Welcome to the site, Chris. That's a great looking M37.
There is an excellent Steel Soldiers NY rally with some great trail riding and there is also a great New England Rally. You can find information in the rally forum.
Shoot, you PM'd me and I totally spaced out and forgot to respond. I really apologize.
I have used State Farm in the past, the agent I used was Steven Watson, although I never met him.

clintogf has an M1009 which has only been painted once, at the factory and it's wheels are green (matching the vehicle). I've never checked the date codes on the rims so I can't be 100% sure they are the originals, but the paint (and fade) matches the vehicle.
I think the odds of an A3 (or any deuce) getting 17mpg are the same as world peace, cats and dogs living in harmony and a balanced budget.

I bought ALL new gauges for my dump deuce...... I think I paid Saturn about $35/40 for each of the small gauges and maybe $50 for the speedo and I paid acetomatoco (RIP) $50 for the NOS tach, plus shipping.
Believe me, I wish I could replace all the gauges and stickers (and buy a can of rapco...
I don't think you're crazy-sounds like you are doing everything you should. Reading the manuals, lots of experience driving a manual transmission, getting insurance lined up, asking questions on SS, etc.
I would definitely see if there are any SS members nearby that you could entice into...
Katahdin is correct I believe-that appears to be an early LDT-427, so this is an A1.
I wouldn't try to restore it but the rear PTO and axles are worth a little something. I would not pay more than about $400/$500 for it.
Sell the engine to a restorer, sell the axles, sell or keep the pto...
