According to RWH who likely changes more IPs than anyone else said he would only go to HPG or MAC motors for ether a rebuilt or new IP.
These are not the cheapest options but the labor to change the IP 2 or 3 times until it is right is massive, do it once and be done with it.
You would have been wise to come here first, if you look down a few posts here to "injection pump reinstall" you would see that DCP is listed as an unreliable source for IPs do not cheap out as it WILL bite you in the ass.

You need to be careful pressurizing the tank, too much and you can blow off vent lines.

Do not limit yourself to the PA area, a good shop is worth the shipping fees, there are allot of shops but many have bad reputations.
Have you tried shorting S and T on the diag port? this bypasses the PCB, if it does not crank then it is the starter, batteries or wiring.
S is wire #74 and T is 24V (battery)
Make sure you are shorting CAPITAL S and T, there are also lower case S and T on that plug.

One small caveat to that great advice, if your truck has a GVWR of 10K even if it is a 4 speed it will have 10K (A1) half shafts and brakes.
If it has a GVWR of 10.3K then it is pretty much a straight up A2 truck.

Every couple decades I re-watch the movie Midway.

A couple not so good things.
The intake is open right under the hood drip line so the engine has likely ingested some rain.
And the way the engine is painted looks like a rebuild, likely a Melton and they have a very poor reputation.
