Define "major". There isn't a major amount of them in public hands counting prototypes.

They are restricted from public sale. Most of the real ones in public hands are the early prototypes or leftovers from production companies. Very few that are publicly owned were ever in military service... They get destroyed when the military is done with them.

It has more to do with it being a "Tactical Vehicle" vs a "Cargo Truck." It is all in the Classification. They will slip though GSA eventually.. GSA isn't very good an paying attention to the rules.
